Unlocking Development Potential: A New Approach to Sites in Sensitive Contexts

The evolving planning landscape in the UK, driven by changes to the National Planning Policy Framework (NPPF), offers exciting opportunities for developers, businesses, and landowners. One area of interest is assessing sites in the green belt that may not strongly contribute to the character and setting of historic towns, as outlined in paragraph 143 (part D) of the NPPF, and therefore have the potential to be considered “grey belt”.

Balancing the Need for New Houses with England’s Iconic Open Spaces

At HEA, we’re exploring innovative ways to support clients in navigating this complex area, balancing planning and heritage considerations to assess the development potential of these sensitive sites.

What Are Grey Belt Sites?

The term “Grey Belt” is used to describe areas within or adjacent to the Green Belt that may not contribute significantly to its key objectives—particularly its openness and role in protecting towns’ character and setting. By carefully evaluating such sites, we aim to provide developers with an evidence-based argument for new sustainable development.

A Three-Stage Approach to Assessing Development Potential

To help clients, we propose a structured approach that allows us to assess land against the requirements of the NPPF and other relevant guidance. This approach comprises three key stages:

1. Initial Appraisal

  • A preliminary assessment to determine the site’s potential based on paragraph 143 (part D) and its contribution to the character and setting of nearby historic towns.
  • This stage involves mapping heritage assets, identifying key sensitivities, and evaluating the site’s overall viability in principle.
  • A meeting with key stakeholders will then facilitate discussions to ensure that this assessment incorporates additional considerations, such as local planning priorities or environmental factors.

2. Baseline and Detailed Assessments

  • Following a successful appraisal, a Baseline Historic Townscape Assessment is undertaken. This includes:
    • Categorisation of heritage assets and their significance.
    • GIS mapping of constraints and opportunities.
    • An analysis of likely impacts to inform master planning and design strategies.
  • A Detailed Historic Townscape Assessment builds upon the baseline study, presenting an evidence-based case for development. It includes recommendations on mitigating potential harm and maximising the site’s viability while adhering to NPPF requirements.

3. Planning Submission Support

  • Preparation of all required heritage and planning documents to support the application process. This may include:
    • Planning Statement
    • Heritage Statement
    • Archaeological Desk Based Assessment

Our methodology ensures that each stage of the process is policy-compliant, transparent, and tailored to the unique characteristics of the site.

Why Now?

Recent updates to the NPPF in December 2024 provide a fresh opportunity to assess sites in sensitive contexts. While the framework’s terminology leaves room for interpretation, this creates an opening for expert-led assessments that clarify site potential and support evidence-based decision-making.

In particular, local planning authorities may now view sites with less sensitive contributions to Green Belt objectives as more viable for development, provided any potential harm is clearly justified and public benefits outweigh the impact. HEA’s expertise ensures that these assessments are robust and capable of withstanding scrutiny.

A Policy-Led and Evidence-Based Approach

Our approach is grounded in established methodologies and professional standards, including guidance from Historic England and best practices in heritage and townscape assessment. We work closely with stakeholders, including planning authorities and local communities, to ensure that our appraisals align with both policy objectives and local priorities.
